InfoScale enters into admin_wait state when Cluster Statistics is enabled with load and capacity defined

InfoScale enters into admin_wait state when started locally if:

Statistics attribute value is set to Enabled, which is its default value.
Group Load and System Capacity values are defined in units in main.cf.

Workaround:

Stop InfoScale on all nodes in the cluster.
Perform any one of the following steps:
- Edit the main.cf on one of the nodes in the cluster and set the Statistics attribute to Disabled or MeterHostOnly.
- Remove the Group Load and System Capacity values from the main.cf.
Run hacf -verify on the node to verify that the configuration is valid.
Start InfoScale on the node and then on the rest of the nodes in the cluster.
