RVGShared resources may fault on CVM slave nodes in case of cluster reboot or site fault (4197239)

After an entire site faults or a cluster reboot occurs, it takes a significant amount of time for the RVG to recover on the CVM master node. Meanwhile, the RVGShared resources or the associated service group may go into the OFFLINE|FAULTED state on the CVM slave nodes.

Workaround: After the master RVG state has stabilized, clear the faults on the slave nodes and bring the service groups online again.
