VBS start operation may fail from InfoScale Operations Manager when VM start/stop is enabled
VBS start operation may fail with the following error when the start operation is performed through the InfoScale Operations Manager console with VM start/stop is enabled.
org.xml.sax.SAXParseException;invalid encoding name "PLAIN".
This is observed only on Windows Management Server.
Workaround: Start the virtual machine manually and retry the operation.
