Tunable for automatically deleting stale KMS keys

InfoScale now provides a new registry entry - DEL_KMS_KEYS \- to automatically delete stale keys after a re-key operation or after disk group deletion.
By default, the value of this registry entry is set to 0 (zero). When the value of this registry entry is set to 1, any stale keys are automatically deleted from the KMS server, regardless of whether it is a KMIP-based or a cloud-based KMS configuration.
