Tunable for scheduling SecureFS snapshots

InfoScale now provides a new registry entry - SECUREFS_SNAP_INTERVAL \- to set a minimum time interval limit in hours for scheduling a SecureFS snapshot. This registry-based tunable helps storage administrators configure the minimum time interval below which snapshots cannot be configured. It ensures that a central time policy is present for all users.
By default, the value of this registry entry is set to 12 (hours), which is the minimum permitted value. Snapshots cannot be scheduled if this value is less than 12.
Additionally, if this registry entry is set to a value higher than 12, then the same value or higher must be used to schedule a snapshot. For example, if SECUREFS_SNAP_INTERVAL is set to 15, the time interval must be set to 15 (hours) or higher when scheduling a snapshot using the VEA GUI or the vxschadm command.
